Rollout of the Digital Delinquency Reporting (DR) and Demerits Tracker Module in the BFP Region 8 HRIS

Overview


To streamline disciplinary monitoring, ensure transparency, and eliminate paper-based bottlenecks, the Information and Communications Technology Service (ICTS) is officially deploying the Delinquency Reporting (DR) Monitor and Demerits Tracker within the BFP Region 8 Human Resources Information System (HRIS).


Core Features & Operational Guidelines


  1. Digital DR Issuance: Authorized officers can log and issue Delinquency Reports digitally, featuring multi-personnel tagging, automated demerit point locking based on infraction reference standards, and custom specification fields for "Other" offenses.
  2. 24-Hour Explanation Window: Impacted personnel can view pending infractions and submit their formal written explanations or defenses directly through the system within the mandated 24-hour grace period.
  3. Administrative Validation: Station Commanders and designated admin officers can review submitted defenses, update statuses (Resolved, Awarded, Dismissed), or trigger force-awarding upon expiration of the response window.
  4. Community Service Mitigation: Streamlines the logging of approved community service office orders, tracks rendered hours, uploads digital PDF proof copies, and automatically applies corresponding point deductions.
  5. Real-Time Balance Tracking: Generates live calculations of accumulated gross demerits, mitigated penalties, and net point balances categorized by station and active status.
  6. Automated Reporting: Administrative users can instantly download comprehensive CSV reports filtered by monthly intervals, specific dates, or total accumulated unmitigated balances.


Implementation & Compliance


All Station Commanders and personnel are instructed to utilize the HRIS portal for all delinquency tracking, submissions, and compliance monitoring effective immediately.

Station Logistics Inventory System Now LIVE!

We are pleased to announce that the Station Logistics Inventory System is now fully operational and accessible within the BFP 8 Portal. This module is designed to streamline equipment accountability, tracking, and operational readiness reporting across all fire stations in the region.

  1. Comprehensive Asset Mapping: Real-time inventory tracking categorized by Province, Fire Station, and Asset Type (including Fire Trucks, equipment, and apparatus).
  2. Dynamic Specifications: Tailored technical specifications schema configured automatically per asset type for accurate record-keeping.
  3. Fast Operational Status Updates: Streamlined table actions allowing station officers to instantly toggle asset status (e.g., Serviceable, Unserviceable, Under Repair) with required justification remarks.
  4. Automated Audit Trail & History Logs: Full chronological tracking of equipment status shifts and downtime history, complete with automatic timestamps (PST) and accountability records tied to personnel names and ranks.

Leave Records Management System is now LIVE!

We are pleased to announce that the Leave Records Management System is now fully operational and accessible within the BFP 8 Portal. This initiative moves us closer to a fully paperless environment, simplifying the leave filing process for all personnel.

  1. Online Filing: Submit your Leave Applications (VL, SL, etc.) directly via the portal—no more manual paperwork.
  2. Automated Ledger: Track your Leave Balances (VL/SL) in real-time as your applications are approved.
  3. Transparent Status: Monitor your application from "Pending" to "Approved" with built-in status updates.
  4. Digital Audit Trail: Every filing is securely stored in your personal digital service record.

  2. Navigate: Select the "Leave Records Management System" from your available modules.
  3. Apply: Use the "Apply for Leave" dashboard to initiate your request.

Pensioner Module Now Live

Attention all Bureau of Fire Protection (BFP) Region 8 Personnel and Retirees.


We are proud to announce the official launch of the Pensioner Module within the BFP 8 Portal. This dedicated system is built to provide secure, streamlined, and transparent services for our retired personnel and their beneficiaries.

The Pensioner Module centralizes essential updates and document access, moving away from manual, paper-based tracking. Key features include:


  1. Semi-Annual Validation: A streamlined process for submitting Proof of Life requirements (3R photos and ISO forms) directly through the portal.
  2. Digital Document Sync: Secure uploading and automatic syncing of required documents to your official digital records.
  3. Real-Time Status Tracking: Instantly verify if your semi-annual update has been successfully received and validated by the administration.
  4. Automated Form Generation: Print pre-filled, official Pensioner Update ISO Forms directly from your dashboard.


📋 Action Required


All retirees and survivorship beneficiaries are encouraged to log in and review their profiles. Station Admins are directed to assist pensioners in their respective AORs with their initial login and first semi-annual update submission through the new system.

Statement of Service Now Available in the HRIS Module

We are excited to announce that the Statement of Service dashboard is officially up and running in the HRIS Module!


We’ve optimized the system to ensure that everyone can quickly and securely access their service history whenever they need it.


What you can see:


  1. Your complete assignment history and active/inactive status.
  2. Real-time calculation of your Total Years of Service and Time in Grade.
  3. Secure, personalized access (you only see your own data unless you hold an administrative role).


Ready to check it out? Simply log in, head over to your HRIS profile, and click the new Statement of Service button to view your dashboard.

The newly upgraded Emergency Operations Center (EOC) System is now officially ONLINE and fully operational across all tiers.


This system has been completely re-architected to streamline operational monitoring, provide real-time tactical situational awareness, and secure our chain of command reporting during active incidents and major operations.


🔥 KEY CAPABILITIES NOW DEPLOYED:


  1. Live Tactical Grid (Command Map): Real-time GPS tracking of all deployed assets (Firetrucks, Ambulances, Rescue, and Personnel) with live breadcrumb trails, instantly unlocked upon incident dispatch.
  2. Automated Compliance Matrix: A real-time audit radar that tracks AOR reporting compliance across continuous operational windows (6HR, 12HR, 24HR, 48HR) with instant search filtering.
  3. Active Incident Dispatch (CAD): Station Commanders can now instantly log active responses, automatically triggering GPS tracking and updating the live Dispatch History logs across Provincial and Regional HQs.
  4. Responder Tactical Console: A streamlined, mobile-first interface designed for boots-on-the-ground personnel to quickly transmit reports and activate mobile trackers with zero friction.
  5. Smart Command Channel Routing: Automated report forwarding and dynamic "Direct to Region" bypass toggles for Provincial Directors and Highly Urbanized Cities (HUCs).

This system has been developed to streamline our operational monitoring, improve real-time situational awareness, and secure our chain of command reporting during active incidents and major operations.


Key Capabilities Now Available:

  1. Real-Time Field Intelligence: Direct camera reporting with geolocation data from the field to Provincial and Regional HQs.
  2. Smart Command Channel Routing: Automated forwarding and bypass toggles for Highly Urbanized Cities (HUCs) and Provincial Offices.
  3. Secure Audit Trails: Comprehensive system logging for all transmitted reports and narrative updates to ensure accountability.

Action Required: All personnel are directed to log in to the portal immediately to verify their access credentials and familiarize themselves with the EOC dashboard. The system will be used for the upcoming OPLAN SEMANA 2026.

  1. Self-Service Requests: Initiate your ID application (New, Renewal, or Replacement) personally through the system.
  2. Real-Time Monitoring: Track the status of your application from "Pending" to "Printed" without needing to make follow-up calls.
  3. Data Accuracy: Review your personal details before submission to ensure your ID is printed correctly the first time.

  3. Submit: A Request ID button is available once you don't have any pending transcation.
